MAIN PURPOSE
Ensuring the effective commercial management of NIHEs assets, of high quality Planned Works and Compliance related investment to regions within the relevant area of operation. Ensuring that the investment is planned effectively to maximise efficiencies, is affordable, matches NIHEs investment standards, is delivered to a high standard with minimal defects, and a high level of customer satisfaction is achieved.
Key Responsibilities
Planned Maintenance – Cost Management
1. To ensure support to the Senior Contract and Performance Manager (Planned and Cost Management) programme delivery manager is provided to effectively deliver a maintenance service in accordance with the NIHE’s policies and procedures and develop these further on an on-going basis to ensure that legislation and good practice are met.
2. To ensure the affordable delivery of the investment programme, the effective management and monitoring of budgets in respect of your function including undertaking regular benchmark reviews, forecasting, cash-flow projections and monitoring.
3. To oversee and/or receive the preparation of specifications, drawings, bills of quantities and schedule of rates to enable the invitation of tenders and quotations.
General Management Responsibilities
23. To contribute to the composition of the Corporate Strategy and work to achieve the NIHE’s strategic objectives in accordance with the Corporate Plan.
24. To contribute to the effective delivery of a quality service through the formulation, review and proper implementation of policies and procedures.
25. To evaluate systems and procedures to ensure a quality service is provided that will meet the needs of a growing organisation.
26. To promote and represent the NIHE and its interests with relevant outside bodies including attendance at meetings, seminars and conferences to seek to extend links with all appropriate bodies.
Experience and Qualifications
Essential Criteria:
Applicants must provide evidence by the closing date for application that they meet the following essential criteria:
1. (i) A Bachelor’s Degree (or equivalent level 6 qualification) in a relevant Building/Construction Discipline PLUS at least 3 years’ relevant post- qualification experience
OR
(ii) A BTEC Higher (or equivalent level 5 qualification) PLUS at least 5 years’ relevant post-qualification experience
2. Demonstrate significant relevant experience in 5 4 of the 7 following areas:
(a) Demonstrable commercial knowledge in the planning and delivery of investment programmes
(b) Responsibility for designated budgets and ensuring proper financial controls and governance procedures are in place
(c) Experience of construction contracts and their effective administration, commercial understanding of value for money drivers in construction, inclusive of working knowledge of NEC 3 suite of contracts
(d) The collection, analysis and reporting of performance financial monitoring statistics detailing performance, quality and , cost data and related information if required, inclusive of benchmarking
(e) The provision of technical advice and guidance on planned maintenance and contract related matters to a range of stakeholders
(f) Implementation of policies, processes and procedures for compliance and governance. Additionally, monitoring and undertaking corrective action of implemented polices, processes and procedures. Ensuring compliance with standing orders at all times
(g) Working at a senior level in an environment that is governed through the management and application of construction industry contracts for works or services in the social housing sector; including performance management
